regedit.exe /e “%USERPROFILE%\Desktop\email_settings.reg” “HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles\”

First, try cleaning it with a product called a CD Cleaner.. duh
Second try uninstalling any Drag to disc software and reboot the computer.
If this fails, try this tool from Microsoft: http://support.microsoft.com/gp/cd_dvd_drive_problems
If that fails.. you quite possibly need to replace your beloved CD/DVD drive.
